THE CONSTITUTION OF THE PARENT ASSOCIATION OF GAELSCOIL ROS EO, RUSH, CO.DUBLIN
WHAT IS THE AIM OF OUR PARENTS ASSOCIATION?
Our aim is to make sure parents play their part in ensuring that the principal and teachers are given full support so that Gaelscoil Ros Eo can thrive and develop. We will promote the interest of the children in co operation with the board, principal and teachers in accordance with the Education Act 1998. We will work to build an effective partnership between home and school.
The work of the Parents Association
The parent association will undertake a programme of activities which will promote the involvement of parents. In planning any activities the parents must consult with the school principal in accordance with the Education Act, 1998 26 (2)(a).
The committee will be responsible for seeing that activities are run in an efficient and effective way.
The committee must arrange ongoing communication with the principal and board of management through the chairperson.
The committee will arrange monthly meetings with an agenda, discussed prior to the meeting with the principal, and reported minutes after each meeting.
The committee will manage and account for any funds collected by the parent association. They will not have authority to withdraw funds from the account.
The committee will take a vote when decisions need to be made and a simple majority will be required. 50% of the PA committee must be present in order to proceed with a vote. When the vote is split the chairperson has the casting vote.
The Membership of the Parent Association
All parents or guardians of children attending Gaelscoil Ros Eo are members of the association. All parents/guardians are eligible to become a member of the Parents’ Association Committee.This total can be reviewed on an annual basis.
All parents will be invited to attend the Parents Association AGM and the members will elect a chairperson, secretary and a committee each year. All committee members will stand down at the AGM. Any committee member willing to go forward for the next year should seek a nomination again. Any parent who can not attend the AGM and who wishes to seek an officers nomination must do so in writing to the chairperson prior to the AGM. Only parents who attend the AGM are eligible to vote.
It is the responsibility of that existing secretary to ensure that the nominations, elections and voting processess to form the new committee are run efficiently and in line with the provisions of the Parents Association Constitution.
Any member of the Parents Association Committee can not hold any officers position for more than 3 consecutive years.
Subcommittees
As the school progresses the committee may need to set up subcommittees to assist with the work load. Subcommittees do not make decisions and are accountable to the main committee. This will be reviewed on an annual basis.
Finance
The parent association will finance activities through the fundraising. A treasurer will be appointed at the AGM. The parent association at present is using a Gaelscoil Ros Eo, No.2 bank account and statements are sent to principal and B.O.M The principal of Gaelscoil Ros Eo should supply a copy of any statements that relate to this account to the Treasurer of the Parents Association.
Decisions on how fundraising money is spent must be agreed between the Board of Management and the committee prior to any fund raising event. A ‘wish-list’ exists for expenditure of monies raised through Parents’ Association fund-raising, where-by if either the BOM or the Parents’ Association committee have requests for any purchasing, it must be agreed by both parties beforehand. However for the benefit of the long-term planning of the whole school the final decision on purchasing will lie with the BOM. The Parents Association committee keep a petty cash float of €200 to assist them with smaller purchasing requirements on an on-going basis.
Changes to the Constitution
Gaelscoil Ros Eo Parents Association has an existing constitution. Any amendments to this constitution will be finalised and voted on, on the night of the AGM. Any amendments will be carried by a simple majority. Any parent can make a submission/proposed amendment prior to the AGM in writing to the Parents Association.
If an amendment is submitted after the AGM the Parents Association Committee will consider this amendment and decide by vote whether to hold such amendment(s) until the next AGM or whether to hold an EGM (Emergency General Meeting). Any proposed amendments will be circulated to parents prior to the AGM/EGM.
National Parents Council
The parent association must be a member of the National Parents Council
